Quick answer
Search the British Council’s public database of UK-trained agents and counsellors, check that the agency appears on the university’s own list of partners, and be wary of anyone who guarantees a visa or offers to arrange documents. A genuine consultant explains fees in writing and never asks you to give false information.

What the UK Agent Quality Framework is
The UK Agent Quality Framework (AQF) is the UK education sector’s set of standards for working with education agents. It includes a national code of ethical practice for agents, training run by the British Council, and a public database of agents and counsellors who have completed that training.
For students and parents, the most useful part is the database. It can be searched by country, city, agency or counsellor name, so you can check a consultant in a few minutes before you share any documents or pay anything. The British Council Pakistan website also links to its list of agents.
Keep its limits in mind: certification shows that a counsellor has trained on UK study and agreed to the code of conduct, but the British Council does not regulate, accredit or endorse agents. Use it alongside the other checks below.
The 8-step checklist
- Search the British Council database. Look up the agency and the city. Certificates last 2 years, so check the date.
- Ask who will handle your file, and check that person too. Certification belongs to individual counsellors, not just the company.
- Check the university’s own website. Most universities publish a list of the agents they work with in each country. If the agency is not listed, ask the university directly.
- Get fees in writing. Ask what is free, what you pay for, and whether anything is refundable. Many universities pay agents, so you should know exactly what you are paying for.
- Treat any guarantee as a warning. No one can guarantee a visa or an admission. UKVI and the university make those decisions.
- Never let anyone “arrange” your documents. Bank statements, experience letters and certificates must be genuine. False documents lead to refusal and can mean a UK visa ban of up to 10 years.
- Keep control of your accounts. Use your own email address for applications, and set up your own UKVI account. You should see every offer, CAS and visa email yourself.
- Visit the office. Check that the address is real, meet the counsellor, and read independent reviews on Google.
Red flags to walk away from
- “100% visa guaranteed” or “no bank statement needed” promises.
- Pressure to pay quickly or to sign before you have read the terms.
- Fees that change after you have paid, or charges described as a “visa fee” far above the £558 UK government fee.
- Advice to hide a previous refusal or to give false information.
- A consultant who will not tell you which universities they are partners with.
Questions to ask any consultant
- Which counsellors in your office are listed on the British Council database?
- Which universities list you as an official agent?
- What will I pay, and what is included?
- What happens if my visa is refused?
- Can I speak to a past student from my city?
At IEN, you are welcome to ask these questions about us too: ask for the name of the counsellor handling your file and check it yourself. We have advised students since 2009 from our head office in Lahore. Read our UK student visa documents checklist to see exactly what a genuine application needs.
Frequently asked questions
Is a British Council certificate the same as a licence?
No. The British Council certifies that an agent or counsellor has completed its training on the UK as a study destination. It says clearly that it does not regulate, accredit or endorse agents, so use the database as one check among several.
Can a consultant guarantee my UK visa?
No. Only UK Visas and Immigration decides visa applications. A consultant can prepare a strong, complete application, but anyone who guarantees a visa is not being honest with you.
Should I pay a consultant to apply to universities?
Many universities pay agents a commission, so many consultancies offer free advice and applications to students. If a consultant charges you, ask for the fees and what they cover in writing before you pay.
Is it safe to give a consultant my passport?
You should not need to hand over your passport for long. Keep control of your passport, your email account and your UKVI account, and make sure your CAS and visa emails come to you directly.
